Holmes said, how- ever, that, "We (the Selective Service) have had a long stand- ing agreement with the Justice Department that a person who violates Section 12-A can be pro- cessed as a delinquent by his local board. "We always try to exhaust the individual's administrative rights in the hope that he will not have to go to the penitentiary.
