The report indicated that most of UMI's orders were under one thousand exposuresrand that no other company was given the re- duced rate. Plerpont Examination Included in the auditor's report was the University's report com- piled under the direction of Pier- Pont. The detailed examination of the University's relationship with the UMI indicated that the University played a key role in the establishment of the company. In 1938, William Bishop, then University librarian helped Power "in becoming established by rec- ommending his services to other librarians in response to Mr. Power's request." The University's report revealed that a great deal of misunder- standing and confusion surround- ing the University's relationship with the microfilm company for the reproduction of doctoral theses. Library director Frederick Wagman noted in a memo that he "tried to find out from our library files what might have been re- sponsible for our not having fol- lowed the procedure that should have been followed and that could have been less subjected to criti- cism than our present one." Currently all University doc- toral candidates sign an agree- ment that gives the University permission to microfilm and sell copies of their doctoral theses. However, the microfilming and sales is actually being doneby University Microfilms. Regents Resolution The University report also con- tains a resolution presented to a Regent meeting on Jan. 27, 1956, on the subject of University Mic- rofilms. Power became a regent in 1956. Noting that the University Li- brary was unable to obtain cer- tain microfilming services provid- ed by Powers' firm elsewhere, Pier- Pont wrote "It is recommended that an exception to the provi- sions of Section 1.21 of the Re- gents bylaws be authorized to per- mit the continuation of business relations between the University and University Microfilms, Inc. The motion was withdrawn at that meeting. The University has also sent a copy of its report to a Detroit law firm .to provide an appropri- ate legal counsel. The Regents will consider the matter at their Dec. 17 meeting. Regent Power is currently on a trip to the Far East. He is expect- ed to return to Ann Arbor next week.
