Hum- phrey accused the\ Nixon admin- istration yesterday of a calculated attempt to suppress dissent in the United States. "I doubt that this country has seen in the past 20 years such a calculated appeal to our lesser or baser instincts," Humphrey told the new conference. Humphrey said his statement was prompted by Vice President Spiro T. Agnew's criticism of tele- vision commentators and also ad- vance administration comments about Saturday's demonstrations against U.S. policy in Vietnam.
