State Senate to consider
bill on 'student complaints',


FOR UNIVERSITY OF MICHIGAN STUDENTS AND STAFF

If state house bill 3901 passes
in the next few months, colleges
and universities in Michigan would
have official grievance commit-I
tees.
House bill 3901. introduced Nov.
12 by Rep. George Montgomery
(R-Det.), establishes committees
onl campuses "charged with the
responsibility to use their good of-
fice to adjudicate their grievances
to the mutual satisfaction of the
parties concerned without the nec-
essity of formal hearings."
Montgomery s a y s currently
many campuses have no means
for students to air complaints.

In the bill the proposed com-
mittees could consider all griev-
ances presented to them by stu-
dents. faculty, administrators and
other employees of the college.
However, Montgomery says plan-
ning groups at each school would
have to decide whether jurisdic-
tion extends beyond students.
Montgomery says the commit-
tees would have advisor'y status
officially sanctioned by the State.
'In this way they will have more
respect since they are provided
for by the law and financed by
the state," he says. "However, the
committee cannot supersede the
institution's rules."
The committee members would
be full-time students elected by
the student body for one year
terms. There would be from three
to eleven members on the com-
mittees, depending upon the size
of the university of college. The
University, for example, would
have eleven members.
Each member would be paid
half ,of what teaching instructors
receive at the institution and sala-
ries would be paid by the state's
department of appropriations.
Each committee would have one
chairman, would hold regular pub-
lie meetings, and would keep rec-
ords that could be transferred to
the president or dean of the col-
lege.
Montgomery hopes the bill will
be enacted by spring, 1970 and ap-
propriated by July. Rules would be
made by Sept. 1 and election of
the committees would Lake place
before November, 1970.
"I have received some letters
frm presidents of colleges," he
says. "They all seem favorable to
the idea. However, President Flem-
ing said that something pike my
plan is in the works already at
the University. If some institutions
already have committees like the
ones we rare planning, we might
exernept them from the bill.'
Rep. Vincent J. Petipren +D-
Wayne), chairman of House Col-
leges and Universities Commitltees
says he would like to hold public
hearings on the bill at all state
colleges, universities and .-onmu-
nity colleges. However, Petipren
says he could not support salaries
for student grievance committee
