Stating that the defendents consider Dal- rv responsible for the riots that occurred here last summer, Hoff- man said, "Mayor Daley made the decision to enforce a silly city ordinance .. and the blood is on his hands." Defense tactics of casting doubt upon the veracity of prosecution xvitnesses by pointing out discre- pencies in testimony and state- ments made earlier became ap- parent in the cross examination of Stahl and two other prosecu- tion vitnesses. R. Yaden, of the FBI, and Robert Murray, a plain- clothes policeman on duty in Lin- coln Park at beginning of con- vention week. Judge Julius Hoffman's voice wxas at issue yesterday morning xvhen Weinglass again moved for a mistrial on the basis of t h e judge's reading of the indictment last week, "I can only use the voice the Lord gave me," Hoffman said, and denied the motion. Weinglass also attempted to re- quest permission for defendent Bobby Seale to have law books in his cell. Seale, under arrest and awaiting trial for murder, wants to have the books in order to pre- pare his own defense since the only lawyer he recognizes, Char- les R. Garry, is not present in Chicago due to illness. The judge denied the request, stating, "I do not recognize that he, (Sealei doesn't have a law- yer . . You, Mr. Counselor, have filed as counsel for his defense. If you were to move to with- draw, I would deny the motion." Brief excitement resulted yes- terday morning from a bomb threat to the Federal Building, where the trial is being held. U.S. Marshalls' searched almost every- one who entered the building, but the threat proved to be a hoax. A new' Highway Safety Research Institute was dedicated yesterday as an effort to create not only, safer cars, but safe drivers, streets and roads, better treatment for accident victims and numerous other factors involved in highxvay safety. Both Ford Motor Co. and Gen- eral Motors Co., who financed the new building, and the Automobile Manufacturers Association, which is financing the bulk of research, feel the University h a s already contributed a great deal to the understanding of hiighway prob- lems. Another factor in locating the institute at the University is its proximity to Detroit. Presently the institute h a s a staff of about 120 scientists rang- ing through 12 different fields in- cluding engineering, medicine and the social sciences. Thirty-five projects are under, way with an expenditure allow- ance of over $3 million, They cov- er studies of tire-pavement inter-: action and means of keeping al- cholic drivers off the road. The institute's duties go beyond research into the field of develop- ing special drivers' education and emergency workers courses. There are t e n University stu- dents on federal grant to pursue studies at the institute which will prepare them for a career in high- way safety. We the undersigned members of the student body and faculty of the University of Michigan and members of the Ann Arbor comm at large associate ourselves with peo pl e of good will throughout the world in condemning the suppression of Jewish spiritual life in the U.% Massive evidence leaves no room to doubt that the Soviet government continues to pursue a program calculated to destroy the mea Jewish cultural and spiritual survival and to break the will of Soviet Jewry to live as Jews. Such practices not only violate fundamental hu rights, but are contrary to the guarantees of Soviet law and asserted policy. Jews, alone among Soviet nationality groups are forbidden the schools and other institutions of religious learning, teaching and publis Jews unity S.S.R. ins of iman hing, that are required if their heritage is to be perpetuated. Alone among major religious groups in the Soviet Union, Jews are forbidden the right to hove a nationwide federation of congregations or of clergy. Only a systematic campaign of intimidation inhibits them from openly protesting these inequities. Sunday is Simchat Torah. On the one day of the entire year the Soviet government allows them to gather en masse, young Soviet Jew serting their Jewish heritage, will crowd the few synagogues the government still allows to remain open.
