Strikers have so far won rent reductions in almost every case which has gone to court-but union leaders stress court ac- tions are "defensive" tactics' which cannot reflect the success or failure of the strike. In the current phase of the strike legal battles will prob- ably take a back seat. Union legal spokesman Dale Berry says the landlords conspiracy trials - nrow in District Court-will prob- ably not be held before next term. And most of last year's strikers have either had their cases brought to court, arbitrated, have settled out of court, or have left Ann Arbor. Now, the crucial task for the Tenants Union is organizing tenants to strike. This slow,, hard, quiet task will determine their success or failure.
