South Africa, banned from ear- lier meetings, took its place for the first time in a meeting of National Olympic groups with the 4 executives of the IOC. Delegates from 14 other African nations sat quietly as the South African officials took their seats. Later the 14 announced they would boycott the 1968 games if South Africa is pernitted to com- pete without changing its racial policies. The executive board of the IOC delayed a decision on the threat until after a visit to South Africa to study the problem first hand. The commission stripped Clay, who prefers to be known as Mu- hammad Ali, of his title last Fri- day shortly after he refused to be inducted into the Army in Hous- ton, Tex. The World Boxing Council con- tinued its recognition of Cassius Clay as heavyweight champion yesterday when the council issued its world rankings for May and June. Luis Spota, president of the WBC, said he has sent letters to members of the world-wide organ- ization asking whether the WBC should withdraw its recognition from Clay.
