They are: 1) The number of teams to be added to the National and Amer- ican leagues. 2) The cities to be selected. 3) The target date. 4) The playing areas. 5) The decision on inter-league play. 6) The indemnity settlement. 7) The player problem. 8) The future of the Continental League. For the first time since big league baseball began considering a possible face-lifting, the Na- tional and American leagues are in genera agreement. They both want to expand. However, there is a disagreement on the manner of expansion. The National, erstwhile oppon- ents of expansion, voted unani- mously Monday to expand to 104 clubs. Promoter Lou Messina has pre- sented the Louisiana State Boxing Commission with a contract call- ing for a 10-round non-title bout in August between lightweight champion Joe Brown, a Houston, Tex., Negro, and Ray Portilla of New York. Messina and the commission are I awaiting a decision from the office of Louisiana Attorney General Jack P. F. Gremillion on the bout. Commission chairman Ernest Hessler, Jr., said he expected a ruling within a' few days. Portilla recently scored an 8- round TKO over Brown. The U.S. Supreme Court last year ruled Louisiana's statute against racially mixed athletic events was unconstitutional. It's a cinch no club would agree to giving up any of its home dates with long time rivals. When the big leagues expand, New York is reasonably certain to re-join the National League, un- less the majors pull a surprise by welcoming the Continental League into their midst as a third major. Other leading applicants for ma- jor league status include Houston, Toronto and Minneapolis-St. Paul. All three are members of the Con- tinental League. However, another group-the Houston Buffs-head- ed by ex-major league star Marty Marion, is seeking to crash the majors and may be drafted by the National if it goes to 10 clubs. May Move to Los Angeles That would leave Toronto and Minneapolis-St. Paul as the lead- ing American League candidates. There also is a possibility that the American League might move into Los Angeles. That would need ap- proval from Walter O'Malley, head of the Los Angeles Dodgers. O'Malley is known to favor an American League entry in Los An- geles only when the Dodgers have their own park in Chavez Ravine. The park, however, is not expected to be ready until 1962, at the ear- liest.- Blueprints of the proposed new stadium in New York calls for the completion of the park sometime in 1962. That wouldn't be a major problem, however, since the new entry in New York probably would play either in Yankee Stadium or at the Polo Grounds until the new stadium is ready. Under baseball law, if the parties concerned fail to come to an agreement, the matter is handed over to an arbitration committee and its decision is final. This could not be the case involving the Con- tinental League since the embryo circuit is not under the umbrella of organized baseball and there- fore not subject to the major- minor agreement.
