Then Register and Vote in Ann Arbor The only way the city will be responsive to student needs and effectively deal with the problems affecting stydents is if students register and vote. You CAN change the City of Ann Arbor. To be eligible to vote in the April 7th Ann Arbor election of the Mayor and City Council you must register at the City Clerk's office in City Hall by March 7th. Registration hours are Monday-Saturday, 8:00 A.M..to 5:00 P.M. Law students will be at the clerk's office to assist you I., THE REQUIREMENTS FOR VOTER REGISTRATION ARE: 1. U.S. CITIZEN-21 years old (on or before the next election-April 7) Resident of Michigan for 6 months as of April 7 Resident of ANN ARBOR for 30 days . 2. RESIDENCE is that place at which you habitually sleep, keep your personal effects and have a regular place of lodging. If you have more than one such place it is the one at which you spend the greater part of your time. 3. Despite the fact that Michigan provides by statute that "No elector shall be deemed to have gained or lost a residence by reason of his being . . nor while a student at any institution of learning" the Michigan Attorney General has ruled that: "(1) WHERE IT IS EVIDENT THAT A STUDENT DOES NOT PROPOSE TO RETURN HOME BUT INTENDS TO REMAIN AT THE PLACE WHERE THE COLLEGE IS LOCATED FOR AN APPRECIABLE LENGTH OF TIME, HE MAY VOTE AT THE PLACE OF HIS COLLEGE RESIDE CE. (2) WHERE THE STUDENT HAS NO INTENTION OF RETURNING HOME BUT IS UNCERTAIN AS TO THE PLACE OF HIS FUTURE RESIDENCE, IT IS GENERALLY HELD THAT HE MAY VOTE AT THE COLLEGE TOWN. (3) WHERE A STUDENT ATTENDS COLLEGE INTENDING TO RETURN TO HIS FORMER HOME UPON GRADUATION, HE DOES NOT OBTAIN A VOTING RESIDENCE AT THE COLLEGE." 4. If you are presently registered elsewhere, this is automatically cancelled when you register in Ann Arbor. You can legally change your registration while a student. The key question is whether or not the student is merely temporarily absent from his or her former home. If he or she is not temporarily absent and lacks a definite and fixed intention to return for more than just as occasional visit or summer, then the student LOSES his residence at his former home. A student who has thus lost his resi- derce at his former home CAN gain voting residence in Ann Arbor by meeting the minimum requirements of sleep- ing, keeping, personal effects, lodging, and time.
