He blasted the present Republican city administration for its "lack of initiative" and charged that it was "in bed with the real estate interests." Harris promised, if elected, to work for an effectively decentral- ized Model Cities program, which he declared, was in danger under the present administration. Although he foresaw that "the struggle with the real estate in- terests could be monumental," Harris promised to work for a great increase in public housing in Ann Arbor. He cited the hous- ing shortage in the city, and pointed out that in the last three years the Housing Commission has leased only 90 units and has still not completed arrangements to build its own, units. He also urged the University' to build more state- subsidized housing, not only for students, but for low-income uni- versity employes. "This town is still small enough so that there can be real com- munication between government and the people," said Harris. "And we're affluent enough to solve our, problems with some leadership- our resources are larger than our problems."
