State Board Calls Elliott 'Ineffective' (Continued from Page 1) en preoccupied" with administra- tive details and failed to develop a set of policies for the guidance of university administrators. The Legislature failed to "pro- vide adequately for the financial needs of the university either for operation or for the development of the physical plant needs." While there was a faculty salary schedule," it was not met and re- sentment was created. Five major recommendations were listed by the NCA in their report. The recommendations in- volved the State Board as well as EMU. They were: The State Board should define major policies for guidance of Eastern Michigan and the other three universities under its Juris- diction. (The other three are Northern, Central and Western Michigan Universities.) The State Board should estab- lish clear channels of communica- tion with faculty members at EMU, defining the role of the ad- ministration in relation to them. The place of EMU should be clarified within the "system" of public education as a guide for the school's development in fu- ture years. The EMU administration should work out a clear policy regarding faculty personnel employment, tenure, promotion and retirement, and make it available in published form. The NCA should make an "ac- crediting visit" to EMU in late 1964, after the school spends a year in "full self-study."
