Drives To Establish Third League NEW YORK OP) - A surprise drive for the organization of a third major, baseball league, ac- companied by threats to raid the National and American Leagues for players, was touched off today by Mayor Robert Wagner of New York. And shortly afterwards Base- ball Commissioner Ford Frick called the threat to raid the ex- isting majors a serious issue. Wagner's go-ahead signal was announced by William Shea, chair- man of the mayor's committee assigned to bring another major league club to New York after the Giants and Dodgers moved to the West Coast. The world champion Yankees now are the only major league club in New York. Shea said the mayor advised him to continue negotiations with par- ties in at least 10 cities reportedly interested in joining the move. He listed Houston, pallas, Ft. Worth, Atlanta. Denver, Toronto, Miami, Minneapolis-St. Paul, Detroit and several undesignated West Coast cities, "As everybody knows I favor keeping New York open for a Na- tional League Club," said Frick.
