The creation of private govern- ment funds which can assure stu- dents of low-cost, long term, un- secured bank loans is a revolution- ary new development, the study found. Under the Massachusetts plan, which began in March, 1957, 3,365 students have received loans total-I ling more than $1,463,000. The maximum total for one student to borrow is $1,500, the maximum for a single year being $500. The New York Plan became ef- fective this year, and allows an- nual loans of $1,000 and total loans of up to $5,000 per student. It had already guaranteed $1,370,000 In 2,311 loans by-October 9. Generally speaking, repayments of the loans begins soon after graduation, lasting for a three- to six-year period, with interest rates ranging from three and one-half to five and one-half percent.
