At 11:40 a.m. at Mason Hall, for example, the plant depart- ment found 220 bicycles not in racks, and room for all but 49 of these in the racks provided. Found at Frieze At the Frieze Building at 2:55 p.m. 135 bikes were found out of racks, while 210 racks were empty. And at the Undergraduate Li- brary at 11:05 a.m .the survey lists 63 bikes out of racks while 388 rack spots remained open. The survey included all other bike-parking areas on campus, and in nearly every case) racks remained unused while bikes were parked nearby. Co-chairman Fred Merrill, '59, of the Student Government Coun- cil's Student Activities Commit- tee, which will be distributing the tags; pointed out that they say "the University has the authority to remove bicycles illegally parked and charge a removal and storage fee. Tags Not Ticketa Merrill stressed the fact that the tags are not tickets, but warn- ings. He pointed td the survey as evidence that the plant depart- ment, !which has the power to re- move bikes, is concerned with the problem. And the Ann' Arbor police can ticket bicycles on sidewalks at the Frieze and Chemistry Build= ings, Merrill said. In some cases they have done so, he continued. Cleary College Breaks Soil Cleary College administrators formally broke ground in western Ypsilanti Saturday, marking the start of construction on a $575,000 class-room-administration build- ing. The structure, when completed next summer, will constitute the first of six units planned for the business school's collegiate-type campus. The honor of breaking the ground went to Don M. Silkworth, vice-president of Cleary College's board of trustees, with the school's president, Owen J. Cleary wit- nessing the action.
