John Bradley, pastor of St. Mary's Stu- dent Chapel'said. However, only cardinals have been elected to the Papacy for the last six hundred years, he ex- plained to-approximately 100 stu- dents attending a discussion of how a Pope is elected at the Newman Club Center Wednesday night. While in the first centuries of the life of the Catholic Church, the people and clergy of Rome chose the popes, since the Lateran Council of 1179 only cardinals have the right to choose them, Father Bradley said..' Two-Thirds Majority The Lateran Council also de- clared that it would take a two-" thirds majority of the cardinals to elect a new pope. Pope Pius XII, who died last week, *changed this ruling to a majority of two-thirds plus one. During the thirteenth century, over three years passed between the death of one Pope and the election of another. Since then, explained Father Bradley, it is a rule that the cardinals hold their conclave shut off fro, the outside world until a new Ppe is elected. Work is now in progress at the Vatican to miake small, temporary apartments for the cardinals to live in during the-conclave. t Of the 55 men who comprise the college of Cardinals, only 50 are expeced to attend, Father Bradley said. Cardinal Mindszenty of Hun- gary and Cardinal Sephinac will probably not be able to go to Rome. In charge of the conclave is the Camerlengo (chamberlain). When Pope Pius XII died, he had ap- pointed no Camerlengo, so the cardinals in Rome at the time chose Cardinal Masella for the job, Father Bradley said. When the cardinals enter the Vatican on Oct. 25, they may bring with them two non-voting people. In addition, three physi- cians and several servants to pre- pare food will be inside the locked doors. Actual voting for the new pope will be in the Sistine Chapel. Two Sessions Per Day There will be'tw6 voting sessions a day, one in the morning and one in the afternoon. Two votes are held during the morning session and one during the afternoon. This will continue until one man re- ceives the necessary number of votes, Father Bradley said. Results of each vote will be transmitted to the outside world through a unique method. If the vote is indecisive, the ballots will be burned with wet straw to give off a thick, black smoke. When the new Pope is elected, the ballots will be burned alone, so that the smoke will be white. People will be standing in the square outside watching for the j AR CONDITIONED telltale smoke, Father Bradley said. As soon as the new Pope is chosen, he will put on his tradi- tional robes of office and the other cardinals will pledge their pbedi- ence to him. Then he will give his first papal blessing from a balcony of the Vatican.
