OCTOI ER 9, 1958 THE MICHIGAN DAILY CRIMINAL CASES: George Urges New Law Prof. B. James George, Jr., of the Law School recently joined other criminal experts in urging formation of legal machinery to deal with appeals on justness of decisions in criminal cases. George pointed out that a con- victed man may ask an appeal court to review a case. But only if enough mistakes on the part of the trial judge are found may the appeal court order a new trial. No comparable machinery exists for appealing the justness of a sentence, he notes. "The United States is the only country in the world with a highly developed legal system that leaves sentencing entirely in the hands of one judge," George said.. Increasing protest to this prac- tice has come from criminal ex- perts, including mystery writer Erile Stanley Gardner. Gardner has formed an unofficial "Court of Last Resort" to aid prisoners who have been unjustly convicted. He has also actively campaigned for judicial review of prison sentences. Such judicial review would re- lieve state governors of the re- sponsibility of deciding on execu- tive clemency. At present, execu- tive clemency is the only way out, of a death sentence. Machinery for appeal would give convicted felons such as Jimmie Wilson a possibility of changing the sentence. Wilson was recently ordered to life imprisonment for stealing $1.95. George explained, "In criminal cases in other countries sentences usually are imposed only by majority vote of three or more judges, and reasons for the sen- tences imposed must be given." 'U' Receres Army Prize In Research The U. S. Army Signal Corps has given the University an award for its research in combat sur- veillance. This award, believed to be the first of its type ever made to a university by the Signal. Corps, was granted because of the Uni- versity's work including high-reso- lution radar, infrared devices and the ruby maser. The research program, called Project Michigan,'was carried on through the University's Willow Run Laboratories. The award was presented by Brig. Gen. William M.
