The private corporation is more efficient than its public counter- part, the industrial relations vice- president of American Motors said recently in comparing the opera- tions of public and private corpor- ations. Edward L. Cushman, speaking before the Michigan Chapter American Society for Public Ad- ministrption, explained that pri- vate industry seems to be able to get products when and how it wants at a lower cost than the government. Among the advantages of a private corporation is a "very complete freedom" in choosing personnel for unclassified posi- tions. Almost all executive jobs would fall in this category. However, below the unclassified positions in private industry job advancement is similar to that in the public administration where most jobs are the result of Civil Service examinations. Cushman said that the man- agement of a private corporation is responsible to fewer people than its counterpart in a public or- ganization. Thus, since there are fewer people inquiring about com- pany policy, the officers aren't as bound by public opinion as in a public concern. The result of this added free- dom, he continued, is, the private company's willingness to take more risks, As an example of the looser control, Cushman cited his com- pany's decision to produce a small car in 1958. The decision was made in 1954, five years before the Big I Three's first small car production. EDWARD L.
