on tuition

With the Regents expected
to consider a tuition hike at
tiheir meeting today, most stu-
dents are unclear about the
reasons for the proposed in-
crease and differ over who or
what is to blame for it.
Nearly half. of 'those interviewed
=by telephone last week were un-
aware that the University execu-
.iVe officers are planning to ask
the Regents f o r a 'substantial'
tuition increase for 1970-71.
The increase would be depen-
dezt upon the size of the state ap-
proriation to the University's
general fund for 1970-71. If the
appropriation proposed by Gov.
William Milliken is adopted by
the Legislature, the estimated tu-
ition increase would be $50-75 for
in-state students and over $200
for opt-of-state students.
While most of the students in-
terviewed were unwilling or un-
able to assess blame for the in-
crease, they expressed disappoint-
ment at the prospect of paying
more tuition.
But several students, especially
those from out-of-state, consid-
ered the tuition fncrease crucial.
"I'm eriously considering staying
in my home state my junior year
because of the money problem,"
said Rachelle Zalman '73.
"It's getting so it almost pro-
hibits out-of-state people f r o m
coming here," said one in-state
medical student.
"This is really disappointing,"
agreed ai in-state literary college
student. "We'll be losing an awful
lpt ot out-of-state people. A n d
that's what's so cool about this
place - meeting t h e different

people."
When it came to citing reasons
for the increase, students were
generally at a loss. On the ques-
tion of blame, several cited infla-
tion - several more the State
Legislature, for allegedly not ap-
propriating enough funds, for the
University. A few cited the Re-
gents, and a few noted the re-
duced monies being made avail-
able 'for research.
Some suggested that the Uni-
versity's recent agreement w i t h
t h e Black Action Movement
(BAM) for funding increased
black admissions might be a con-
tributing factor to the increase;
,But in a lettr to The Daily last
week, Vice President Arthur Ross
dismissed this contention.
"The recently announced pro-
gram with respect to the funding
of black student enrollment does
not have any substantial effect
upon tuition plans for 1970-71,"
Ross said. "The reason is that
the additional costs of this pro-
gram will not be very great until
1971-72."
Administrators predict that the
state Legislature will not approve
an appropriation for the Univer-
sity large enough to fund "essen-
tial" projected increases in next
year's budget. If the Legislature
approves the Governor's request
for $75.7 million for the Univer-
sity, it would still need $3 million
to balance the general fund op-
erating budget, they said. Infla-
tion on next year's non-salary
goods alone is estimated at nearly
$1 million additional over t h 1 s
