The conference was co-spon- sored by the AATU and the Nat- ional T e n a n t s Organization (NTO). The AATU is seeking affiliation with the NTO. The tenants issue brought over 200 people together from as far away as California, Texas," Colorado and Massachusetts, and as close as Chicago and Detroit. The majority of those who attended the conference repre- sented student tenant groups throughout the United States and Canada. But there were also several independent inner- city unions present, as well as the executive staff of the Na- tional Tenants Organization which claims 140 member groups in 40 cities around the country. Participants held workshops on various topics. A low cost housing workshop featured three radical architects who discussed the physical implications of housing. Stu Katz, AATU organizer, said the purpose of the work- shops was to "cover every con- ceivable aspect of housing." Anthony R. "To have sufficient power on a local level will not get the job done. The people realize that what is needed at this point is consolidated power," Henry said. A provocative speech by Har- lem rent strike leader Jesse Gray and the heated discussion which followed, highlighted the second day of the conference. Workshops were held through- out the afternoon covering many facets of tenant unions. After d i n n e r, participants from Berkeley to Boston, gath- ered in the Assembly Hall to hear Gray, board chairman of the National Tenant Organiza- tion (NTO) who is challenging Adam Clayton Powell for his Harlem congressional seat. Calling New York Mayor John Lindsay a "liberal fraud" and "the lord of slumlords," he claimed-that New York and most other cities in the U.S. are controlled by landlords. Recounting his own experi- ences with the Harlem rent s t r i k e movement. Gray said, "Tenants are difficult to organ- ize because they don't believe the average person can solve tleir problems. But organization is the only answer to build the kind of movement needed to deal with the system." He called rent strikes "just the glamour of the struggle- a struggle that requires a revolu- tionary patience." "The time is coming when the tenants are going to tell the landlords, 'no rent,' and there will be no rent. When that hap- pens evictions will be out of the question and even the National Guard won't make any differ- ence. Eventually all housing must be owned by the people."
