Canadian Officials Find
Increase in Drug Usage

turning on in Canada than ever!
before with LSD and marijuana,
federal. officials say. Most are
hippies in their 20's. There are
reports hippies are sowing easy-
to-grow marijuana along the
Trans-Canada Highway for use
on later hitchhiking trips.
"We are finding mariquana in
every city in Canada," an official
says. The upsurge in the use of
the psychedelic drug LSD-lyser-
gic acid diethylamide-and mari-
juana comes at a time when offi-
cials feel they have checked the
use of heroin and other more
dangerous drugs.
Narcotics investigations have
turned up 92 cases of LSD use this
year and attributed one suicide to
the drug.
Until five years ago, marijuana
offenses seldom numbered more
than 20 a year and usually in-
volved touring U.S. musicians, of-
ficials say.
Last year, of 871 arrests under
the Narcotics Control Act, 304 in-
volved marijuana and 144 convic-
tions resulted.
The first 10 months of 1967
found 1,345 arrests under the fed-
eral act, 779 of them involving
marijuana.
The 336 convictions to Oct. 31
this year are more than double
the number in all 1966, illustrat-

ing the growth of the problem.
"This does not by any means
represent all the marijuana smok-
ers in the country." an official
says.
Marijuana is easy to come by.
It grows like any weed.
Of the 92 LSD cases uncovered
this year, more than half crop-
ped up during marijuana investi-
gations.
Possession of LSD isn't a crime
in Canada now but it would be-
come one under an amendment
to the Food and Drug Act now
before the Senate.
The Senate bill would provide
up to six months in jail and a
$1,000 fine for possession, with
double the penalty for subsequent
offenses.
A tough and controversial clause
would require those charged to
prove that they weren't traffick-
ing the drug. Conviction of this
would mean a jail term of 18
months to 10 years.
The Justice Committee of the
House of Commons is studying a
private bill that would allow mag-
istrates to refer drug abusers for
medical treatment.

CHICAGO (IP)-Strong appeals'
for world peace were Voiced yes-
terday as scientific and political
leaders observed the 25th anniver-
sary of the birth of the nuclear
age.
"Let us use this historic anni-
versary to deepen and reaffirm the
search for peace," President John-
son urged those gathered on the
University of Chicago campus.
The world's first self-sustain-
s ing nuclear chain reaction was
triggered at 3:36 p.m., CST, Dec.
2, 1942, in an atomic pile on a
squash court at the university's
Stagg Field.
Johnson, speaking from Wash-
ington by closed-circuit television,
used the occasion to appeal for
an international treaty to help
protect the world from possible
destruction.
Negotiators have been meeting
for months in Geneva, trying to
agree on such a pact, but the talks
have bogged down over issues of
y, safeguards and inspection.
While the dignitaries taking part
in the program were delivering
their talks, several scores of stu-
dents paraded in a street nearby
bearing signs proposing an end to
the draft and a pullout in Viet-
nam.
The demonstrators, sponsored
by the Students for a Democratic
Society, displayed banners reading,
'End The Draft," "Pull Out of
Vietnam," and "Lyndon 'Bomb'
Johnson."
As a 12-foot sculpture was un-

veiled at 3:36 p.m. the demon-
strators started chanting, 'Hey,
hey, where's LBJ?"
The monument to the birth of
bhe nuclear age, entitled "Nuclear
Energy," was executed by British
sculptor Henry Moore. It stands
)n the site where the atomic pile
vas set into operation a quarter
:f a century ago.
