George Romney had a crackling confrontation yesterday morning with two youthful Negro militants at an outdoor breakfast in Watts. The two young men-Tom Jac- quette, president of a community leadership group in Watts called SLANT, and Lou Smith, presi- dent of- Operation Bootstrap - jumped on Romney's statement in San Francisco sympathizing with California Gov. Ronald Reagan's cut in the Medicare program. Smith, his voice rising, said the nation is willing to spend billions for, war and to "shoot rats to space" but not enough for "poor black people."
