(P)-Presi- dent Johnson, in a move to meet the threat of rioting in the na- tion's cities, will ask Congress for $2 billion to clear slums and build low income housing, an informed AFL-CIO labor source said yes- terday. "It's going to be a terrific hous- ing message," said one source. Johnson will probably send the housing message to Congress next week, or by the end of the month at the latest, he added. AFL-CIO Meets Top AFL-CIO officials meeting here, including President George Meany, knew of the President's plans in pledging labor's coopera- tion Tuesday in the federal model cities program, it was learned. Johnson will ask Congress for $1 billion to expand the now large- ly experimental model cities pro- gram into large scale rebuilding of big city slums. Expand Construction The President will propose an- other $1 billion to immediately ex- pand construction of low income units from about 50,000 a year now to 250,000. In the second year, construction would rise to 500,000 low income units a year and to 700,000 in the third year under Johnson's pro- posal. Labor Support The presidents of 18 AFL-CIO building trades unions yesterday pledged their help in solving labor problems stemming from the pro- posed federal housing program. They also promised to work actively with civil rights groups to recruit Negro youths into their 8,500 union locals across the na- tion. This was a sharp turnabout for the building trades, which for years have been the target of ra- cial discrimination complaints.
