certificate program for working
men and women The emphasis

the work place and in the com­
munity. There are no entrance
requirements, exams or grade .
Students learn skill n ed
to understand a changing soci­
ety and work environment.
Among cours in th curricu­
lum are communication skills,
history, economics, political
change and basic union leader­
ship skills.

hosted a Kwanzaa celebration,
the traditional African-Ameri­
can holiday and the fourth an­
nual such event organized by
Commissioner Bernard Parker.
The celebration was held
Wednesday, Dec. 21 at 12 noon
in the first-floor atrium of the
Wayne County Building, 600
Randolph. The event featured
African-style drummers and
dancers and a buffet lunch.
Kwanzaa is traditionally
celebrated from Dec. 26 through
Jan. 1, and is "a celebration of
commitment for the coming
year for the betterment of all
mankind, n said Parker. The"

this year," said Parker.

Council to hold meeting
The Detroit City Council has
sched uled a community meeting
for Tuesday, Jan. 17 from 7 to
8:30p.m. at the Considine Rec­
reation Center, 8904 at Hol­
brook.
This meeting is open to the
pub} ic. The Cou neil has di vided
th city into eight districts with
one community meeting held in
each district a year.
The Jan. 17 me ting is pri­
marily for citiz ns in th area
bound by: D troit Terminal
Railroad on the north, Highland·
Park and Hamtramck city bor­
ders on the east, Grand Boule­
vard and Michigan Terminal
Rail Road on the outh, and

The City Council encour
all residents nd community or-
ganizations in the district to at­
tend the meeting. Citizens and
organizations may make writ­
ten requests for discussions and
public hearings at the meeting
on issues relating to their neigh­
