Th D troit Fire D partment i com­
pris d of 1,600 dedicat d employ who
are committed to pre erving the lives and
property of the citizens of the City of De­
troit.
With an operating budget of 1,300,0 0
distributed among 11 different divi ion ,
pecifically Admini tration, Apparatu,
Communication , Community Relations,
Fire Fighting, Fire Marshal, Medical,
Em rgency Medical S rvice , Emergency
Management, Research and Development,
and training, the department has devel­
oped and conducted a number of programs
which hav certainly enhanced th quality
of ervice that we provid for the citizen
of Detroit.
I am particularly pleas d with th pro­
activ approach undertak n by the per-
onnel of our department by
implementing trong program involving
in-servic training for all personn 1, th
late t state of th art equipment, th in-
troduction of a new Hazardou Material
ream and Apparatu , the deploym nt of a
new mobile Fire Safety Hou for educat­
ing children, a new Smoke Detector
Awar n and in tallation, a w II a a
Home In pection Program, a continuing
Arson Awareness Program, including the
introduction of a canine upport utilizing a
Labrador R tri ver, e p cially trained to
detect flammable liquids. '
While I am excited about th e and
other program ,th Detroit Fire Depart­
ment is still fac d with many chall nge .
Reduced revenues for maintaining pro­
gram , a dimini hed tax ba e which is
commensurate with mo t municipalitie
of today, f wer per onnel due to attrition
brought on by retirem nt ,injuri and
other related problem ar am ng som of
tho e chall ng .
However, with 39 y ar of xperi n e,
coupled with th lead r hip and a is­
tanc of train d, kill d and well-pr pared
per onn 1, I am proud to ommand what I

- Report the emergency: Dial 9-1-1.
- Evacuate if nece ary. If the deci ion is mad
to evacuate, calmly alert others to vacuate by th
nearest exit.
- Account for all employees. Check to e that
all area are evacuated. Go to your designated area
of refuge and take a head count to insure that ev -
ryone is present.
- As ign someone to meet emergency p ronnel
when they arrive. This person hould hay knowl­
edge. of the building, i.e., floor plan, utility hut­
offs, etc.
Following is a list of the pr edures which hould
be followed in case of variou mer encies in the
workplac .
- Report the situation: Dial 9-1-1
- ecure the building you are in. Lock all doors
and windows, draw the drapes and tay clear of
windows.
- Stay inside. Remain inside until you are in­
structed to leave by authorities.
- Remain calm. Avoid action hich ould pro-
voke demonstrators.
- Report the emergency. Dial 9-1-1. Give accu­
rate information uch as the material spilled, if
known, the amount, the location and any injuries.
- Evacuate the building. Announce the emer­
gency ov r the intercom or other sy tern used to
alert employees. Check to see that all area are
evacuated. Go to your de ignated area of refuge.
Take a head count to verify that everyone is pre-
ent.
- Admini ter First 'Aid. See . ction on Medical
Emergency.
- Evacuate upwind.
- Respond to the pill. Attempt response only if
employees are properly trained and protective
equipment is available. .
_ Stand by to as st t emergency crew If nece -
sary. . .
_ Notify employees. When the pill I abated, no-
tify employees to return to work or relea e them
for the day.
- Remain calm. The robber may well be m r
nervou than you are. Stay cool, but mart. Do not
stare, but observe the robb r's appearanc . Com­
pare him to your elf to esti­
mate height, weight, age, etc.

- Do not argue. Never argue
with a robber. Give him what
he a ks for but do not give him
more than he asks for. Include
any "bait" money. Activate any
alarms or cameras as soon as It
is afe to do so.
- Note the weapon. Was the
weapon a hand gun? Automatic
or revolver? Was it a hotgun,
rifle or knife?
- Observe what th robber
touches. Do not touch anything
the robber might hay touched.
After the robber leave, cure
the building. ecur the ar a
where the robb r or robber
w re located to protect any evid n e that might be
pr ent.

other of the fire.
