found some success operating as
a voting bloc, and its chairman
says it will continue that strat­
egy despite criticism that it's be­
come a di ruption on apitol

Kweisi Mfume, D-Md., said

are undecided. The caucus is not
exp eted to take a formal vote
on Haiti, but anticipat back­

"The caucus is not of one
mind. There are some s rong
feelings," said Rep. John Lewis,
D-Ga. 'CY ou don't want to get
involved in a guerrilla effort in
Port-au-Prince. "
The philosophical split over
Haiti comes after a similar rup­
ture over Clinton's crime bill.
On Wednesday, Mfume criti­
cized the crime-fighting pack­
age as a small, insufficient step
toward easing viol nc in urban
reas and said the caucus would
continue to fight for prev ntive
measures for their distric .

Mfume said the caucus expects
to cooperate with the Hispanic
