Some citiz ns hav tated that there was a tax levied under
former Mayor Robert B. BI ckwell to demoli h hou in 1984-
85, but not much was accomplished.
Porter emphasized his proposal would be more effective
becau it would tart tearing down buildings in the neighbor­
hoods fi t. Blackwell' program spent 100,000 t ringdown
a ingle apartment building, when for the same amount of
money, the city could have torn down 15-17 abandoned houses,
Porter aid.
He added that hi proposal would have feguards ensuring
the money would only be u ed for the purpos of demolition.
This was a suggestion raised in a city council public ession by
a block club activist nd head of the City lanning ommission,
Larry Lemmarand.
Porter added ther would be a citizen review board to
ove the demolition program, with thr members of the city
council on i , but none from his administration.
This w viewed as a peace offering to the city council. The
city ouncil had voted against his efforts to put the issue on the
ballot, com lling him to seek to get it on through the use of
petition.

tax cut, citizens would hav a 250-300 reduction in property
tax .
