supporter of civil rights
BOSTO , • - Judge Stephen G. Breyer - President
Clinton's nominee to fill the vacant seat on the U.S: Supreme'
Court - has a record of generally supporting civil rights.
However, his record h inconsistencies.
For example, he helped tablish a right to a jury trial in
civil rights cas but has joined in decisions which make it more
difficult for plaintiffs to prove discrimination. He has voted in
favor of affirmative action programs which benefit minorities
but he approved a Boston redistricting plan which some civil
rights lawyers said reduced minority voting power.

That way, she suggested, when

Brenda McFail, par nt nd

HIGHLAND PARK - In one
story, a man declared, "I'm not
where I want to be, I'm not
where I ought to be, but ... Oh,
thank God ... I'm not where I

The same thing could be said
about test scores of Highland
Park graduating seniors.
In order to have diplomas en

pass state assessment tests in
reading, science, and math,
- 43 percent of the students -
71 out of a class size of 165 -
passed all three tests and got a
fully endorsed diploma in all ar

a rate of 19 percent last year.
22 percent failed in all three
areas - a decrease from the 27
percent rate last year. Ob

students to chools that wer
