In the face of U.S. President Bill Clinton's change of policy
regarding Haiti, its military, abetted by a small faction of the
Haitian Senate installed what the U.S. government calls "a
bogus" government led by -illegitimate "President" Emile Jon­
aissant. Jonaissant, 81, is called "A puppet of the military
leadership." He has appointed a new "Cabinet" and ousted the
country' caretaker Prime Minister and gone agains constitu­
tional deer and named him elf to the post.
