on his visit to Washington, D.C.
for a conference of the National
Association of Police Organiza­
tions he met with Senate Judi·
ciary' Chairman Jo ph Biden,
who will oversee Pr ident Clin­
ton's crime bill, providing $9 mil­
lion to U.S. cities.
McClelland suggested to
Biden that Highland Park's
community oriented policing
program should "h; a model for
, the entire country and receive
additional money.

but has made a resounding
