HIGHLAND PARK - At a spe
cial meeting May 20, th High
land Park City Council faced a
deadlock about moving prisoners
to portable jail until the new
municipal complex was built.
While Council President
Dwight Downes and Councilman
Frank Ross voted in favor o fleas
ing the jails, council members
Greta Johnson and Titus
McClary voted against it.
Because of the two-to-two tie
vote, no action was taken. The
fifth member, Council P ident
Pro Tern Christine Franklin, was

ers that must break the peed
limit will not be obstructed,
Olusegun says.
Since they will be obeying the
speed limit everyone interested
can replicate this action
throughout the country.
THE REASON FOR the
demonstration is to warn Con
gress to pass the H.R.-40 bill, a
bill sponsored by Michigan Con
gressman John Conyers estab
lishing a commission to study the
issue of reparations and slavery.
A letter writing campaign and
calls to California Congressman,
Don Edwards, also chair of the
Judiciary Subcommittee of Civil
and Constitution Rights wasn't
sufficient enough to move the bill
to a hearing.
Also, Olusegun stated that
the demonstration will show how
this country has criminalized its
entire population by estab
lishing a law that everyone who
has driven on an expressway has
