FOR BIDS
The Highland Par Housing Commis­
sion requests sealed bid proposals for
th FY1993 ClAP Mod rnization Pro­
gram for M128-1 05-001, -002, -003 and
-004; HUD project numbers M128-
P10598993 and MI28-P10590193;
which con IStS of the replacement of
shingled roofs, replacement of furn ces
nd HVAC units, and some ew r nd
plumbing repair work for up to 211 public
housing units.
The Highland Park Housing Commis­
sion will receive sealed bid proposals for
a single construction contract. AH work
will be performed under the guidelines of
the Comprehensive I mprovement Assis­
tance Program managed through the
Detroit Area Office of the Departm nt of
Housing and Urban Development.
I nterested bidders may obtain copies of
bidding and construction documents be­
ginning at 10:00 A.M. local time on
Thursday. May 19, 1994 at the Highland
Park HOUSing Commission offices.
There wi" be a $45.00 deposit per set
required: deposits wi" be refunded only
to those bidders submitting a Proposal
by the deadline and returning the docu­
ments in good order by June 30, 1994.
Bidding and construction documents will
be on file for reference at offices of The
Lloyd Corporation (Architect). the High­
land Park HOUSing Commission
(Owner), the Construction ASSOCiation of
Michigan, Dodge/McGraw-Hili, and
Daily Construction Reports.

conference and walk-through will be
conducted at 10:00 AM. local time FRI­
DAY, MAY 27, 1994, beginning at the

City Charter hould amended to in­
crease taxi cab stand fee from 10.00 to
50.00 and a 15.00 maintenance fee,
3) The bond plate fee hould be in­
creased to 200.
4)No corporations shall b the owners of
any bond plates, In analyzing the re­
cords, the City Clerk has determined th
a handful of corporations monopolize
most of the City's bond plates. Based on
the way the ordinances were written, the
original intent of the ordinances was for
individuals to apply for and receive bond
plates and turn them back over to the
City Clerk once the individuals no longer
needed or desired them. By allOlling 2
or 3 corporations to monopolize all of the
bond plates, it defeats the intent of the
ordinances as well as acts to keep any
individuals that might want to become
taxi cab owners out of the business.
5) That the City Council recommend to
the Mayor that he direct the Public
Safety director to rotate the Public Safety
personnel who performs the inspections
'on taxi cabs to avoid any bias or favor-
able treatment that may result from fa­
miliarity by either the Public Safety Cab
Inspector or the taxi cab owner.
6) Submit and pass a resolution that the
initial fee to be charged upon entry of a
cab shall be $1.40.
7) Stringently enforce the provision that
all bond plates shan revert back to the
City once the user of that bond plate no
longer desires it. This must be enforced
by our Public Safety Department during
routine traffic stops and more frequent
inspections on taxi cabs throughout the
year.
Once you have reviewed these changes,
please submit it any comments or addi­
tional concerns you may have. The City
Attorney may then finalize the taxi cab
ordinance and submit it for your approval
in open session.
