H to negotiate for no-bid fire equipment IDGHLAND PARK - The Highland Park City Council unan­ imously voted to negotiate' with different companies for the purchase of a demo or used pumper for its fire division, waiving the general requirementin such cases that there be an adver- tisement for bids. , Council President Pro Tern Christine Franklin said she approved the measure because there was only a limited number of such companies in the area and none of them would be likely to read an advertisement in the city's official paper, the Michi­ gan Citizen.
