Mayor in his absence. "The
whole body hould have known
his whereabouts. " she said, add­
ing that when anyone elected to
public offiee "no longer has a pri­
vate life."
Porter spoke at the second
public ion after the meeting.
He wished to speak just before
the start of the meeting. Downes
and Councilman Frank Ross
supported him but McClary,
Johnson and Councilwoman
Christine Franklin voted this
down. Franklin said, "1 antici­
pate there will be a lot of discus­
sion [on the Mayor's peech
before th city council could at­
tend to city business]" Porter
said, "No, there will not."
AT ONE P'OINT Porter
tried to go above the city coun­
cil's head and appeal to the audi­
ence, saying, "What is the
pleasure of the citizens. I think
it's time to stop playing games. "
Many in the audience cheered
him.
Porter expressed concern
that members of the audience
would leave before the meeting
ended and he could explain mat­
ters. Franklin said the meeting
would only take 45 minutes. At
one point, Franklin said, "Your
tone is you don't care what the
council thinks." Porter denied
this, saying, "There are 'ques­
tions the public wants to know
and even council members want
to know and they have a right to
know."
When told that he would have
to wait to speak at the second
public session which took place
after the end of the meeting, he
told citizens, "Please don't
leave."
FEW DID, AND over 100
people were in the room when he
spoke.
, One man praised the elo­
quence of Porter's speech. One
woman however told the .Michi­
gan Citizen that she believed he
was violating city council rules
by trying to speak at a time the
council said he had no right to.
