The goal of the Provisional
Government of the Republic of
New Afrika' to create Black
state in the Deep South which is
an independent as Canada, for
those Black people who want
this.
One of the eight major de­
mands backed by the" Jericho" is
that the U.S. negotiate peace­
fully with the RNA Provisional
Government. Another demand
is that all Black Liberation
Army soldiers currently in U.S.
jails be immediately released
and Black prisoners who have
not committed terrible crimes
who are drug-free, and who ha�
been in jail two years or more be
released.
THE TEN ,PROJECTED
Pan-Afrikan college campuses
are each to have a first-year en­
dowment of a billion dollars.
This endowment would also in­
clude small living-expense sti­
pends for students who work
diligently, including those re­
leased from prisons.
·"We've known that most pris­
oners lack literacy skills and -
more important - self-confi-:
dence. Those of us who teach at
Black colleges particularly have
developed techniques for achiev­
ing both. This means that Black
former prisoners can become
productive people and good hus-

assist Black merchants and
, community cooperatives in job­
making economic development
-a billion-dollar-a-year
fund. for 20 years, to be used by
Black churches and other Black
organizatioas in their various
programs of self-help
-$25,00 to every man,
woman and child wishing to re­
turn to Afrika
-e. billion-dollar down pay­
ment to the RNA to be used in
AfrikaandJamaicatob lp o r­
come damage caused by the CIA
-a proposal to eliminate
Black taxes for 20 years.
