THE TEN ,PROJECTED Pan-Afrikan college campuses are each to have a first-year en­ dowment of a billion dollars. This endowment would also in­ clude small living-expense sti­ pends for students who work diligently, including those re­ leased from prisons. ·"We've known that most pris­ oners lack literacy skills and - more important - self-confi-: dence.
