Michigan Attorney General
Frank Kelley said recently that
the state's mandatory sentencing
guidelines, the strongs t and
harshest in the state, have not
'served their purpose.
"Have we deterred crime?"
Kelley asked. "Have we lessened­
crime? Have we done anything? I .
doubt it."
Instead, Kelley said, "we're
spending all our money on the 1(1:1-
ers and evil elements of society. "
Solutions include finding ac­
ceptable punishments for non-vio­
lent offenders - such as shorter
prison sentences, electronic teth­
ers that keep people confined to
their homes or boot camps for first­
time offenders, McGinnis said.
Trojanowicz said the real key is
�ly intervention - and the state
must spend $2 on prevention for
every dollar in the current budget.
This would require increasing
taxes, he said, an unpopular voter
option. He said he also would like
to see a check-off box on tax forms
such as those that already exist for
prevention of child abuse and to
help wildlife.
