THE GOALS SOUND the
keynotes for a detailed, wide­
ranging plan to effect what Dr.
Cain has termed "bold innova­
tions" to improve student
achievement.
The outcomes-based curricu­
I urn, for which citizen review
and input is invited, is the cen­
terpiece of change. "Outcomes"
refers to the new focus: results
in student achievement. What
the school system puts into the
. chools will be overshadowed in
importance by what students
get from the schools in learning,
in achievement.
The School District is i nereas­
ing efforts to eek funds from
corporations and foundations,
as well as continuing to obtain
grants from state and federal
. government agencies. The pri­
ority will be to seek funds that
support student achievement.
Such fforts are important
not only in upgrading tudent
achievement, but also in helping
the School District to cope with
a $1.7 million reduction in State
aid for Highland Park Adult
Education because of major
changes in the State funding for-
- mula. That loss more than off­
sets a $900,000 gain in K-12
(" chool-age") State aid pro­
jected for this year. The net re-
ult: The District expects and
$861,000 drop in gros reve­
nu .
Highland Park is especially
vulnerable to such a "hit" in
adult education funding because
about 30 percent of the School
Di trict's enrollment last year,
1992-93, was in ad�lt education
