In fact, they may be fighting harder than Clinton himself. In a letter to the presi dent recently, the CBC in effect threatened Clinton to stand by his own anti-pov- . erty initiatives ifD wanted of the 3Acaucus mem- rs for the rest of his budget plan. The letter la beled several anti-poverty proposals as "non-nego tiable." The President is corning under heavy pressure from republicans and conserva tive democrats to abandon at least some ofhis anti-pov erty proposals. The presi dent's package totals $41.5 billion and includes money for reform of the food stamp program, tax breaks for low income people and spending for urban enterprise zones. .
