III 'HLA D AR - In a three to
one vote July 19, th Highland Park
City Council went to a private com­
pany to pick up garbage.
The coun il approved an open­
ended contract recommended by the
Porter Administration with City Mu­
ni ipal S rvices to handle garb g
collection and di posal. Privatiza­
tion, pushed by Highland Park
Mayor Linsey Porter, puts 43 city
employ out of wor .
The council member who voted
a ains t the agreement, Council­
woman Greta Johnson, said that a
city ordinance forbade the city to go
. to privatization.
She cited Ordinance 1060.04,
Sec. 4 as stating that receptacles for
garbage would be bandied by "mu­
nicipal" collectors", which she inter­
preted as requiring a public garbage
ervice.

should be updated, because the law

asked Assistant City Attorney Dian
Hutchinson, who was acting for Ci ty
Attorney Eric Daniel, for legal ad-
vice. .
Daniel could not be reached by
this deadline, and Hutchinson said
she could not give a legal opinion to
the newspaper in his absence. •
