The optimism energy nd politi
cal courage which made W hington
a "folk hero" to tbousards of Black
people has largely disappeared. Yet
in retrospect, the Washington elec
toral movemen of 1983 and 1987
provide the keys for the construction
of a progressive vision of democratic
empowerment and mul ticul tural coa

urban envi ronment of America.
