"an untimely death."
Yet, as death approached, Reverend Allen' last t timony was a go pel

for those who dedicate their lives to God.
Reverend Petty said, "Al (Reverend Allen) dreamed that Blacks, like
Dr. Martin Luther King said, would one day be judged by theircharact r."
He added, "A lot of the member (of New Starlight) arc till in a tate
of shock; they are still talking about him and he is ur Iy mi ed.
Missed for some was an understatement because in hi go pel circle he
was a giant, a friend of Reverend Allen aid. At hi May 23 memorial
service and the May 24 funeral an estimated 5, people paid tribute to
the "Country Preacher" who booked and brought such giants in the gospel
field to Detroit as The Mighty Clouds the late Willie Banks the Hi Way
QC's and many more.
J.D. Fuller, the Victory Five member who tried to revive Reverend
Allen with CPR when he had his massive heart attack aid, "Reverend
Allen had a way of putting words together."
His way of putting words together i in rememb red with, "Do it in

AND SO ON SUND Y June 20, the first of what i to become an
annual tribute, friends and family honored Reverend Allen with words,
songs, music and a plaque that was pres ntcd to hi compani n f many
years, Geraldine Johnson and their on, "Little Will".
The plaque read: "God bl the family of the late Reverend Wilmore
Allen Jr. Presented to Geraldine and Little Will. The dreamer i gone
but the dream lives on. In loving memory of a man who ave 0 much
to so many. Presented by Si ter Bertha HaITi of WGPR TV-62 and Mr.
Ed�ie Harris (of) the Victory Five. June 20, 1993." .

well recalled. "And we di c ed and
proc tinated forever. Finally the
bottom fell out of A P and different
group came in. It just didn't work
out."
But now, to the delight of m t
residents and busin persons the
development on the comer of Wood­
ward and Manchester is working out,
and Highland Parkers are elated with
what is happening.
"This is a long awaited day," said
long-time re ident Winona Hum­
phrey. "Thi i our day. It's wonder­
ful. There i change in thi land. Do
you hear me, there i a chang in
Highland Park. We are on a roll. I am
o happy that God let me live to see
it," he exclaimed.
Dori Bracy, president of the Cali­
fornia Block Club looks forward to
the additional revenue that will be
generated by the project.
"HIGHLA D P RK Place
means more revenue for the city,"
Bracy said. "We can keep our money
right here in the city. And hopefully in
three weeks we will be right across
the treet doing the arne thing
[groundbreaking) for the bank [Omini
Balik]," Bracy id.
During groundbreaking ceremo­
nies, Mayor Linsey Porter acknow­
ledged former Highland Park mayo
B b Bla kwell and Martha G. Scott,
for their efforts in making the project
po sible.
Porter also gave prai e to recently
deceased' city councilman Charlie P.
Davis.
"I know from up there in heaven,
he [Davis] i looking down aying
'Job well done!' And I pay honor and
tribute to the memory of Coun ilman

for you!" Porter aid.
Porter went on to ay that the re­
birth of Highland Park i definitely
underway.
"Th developer of th commercial
egment of th development has com­
mitted to 50 percent minority partici­
pation," Evans aid.
"I veal o rnetwiththefederal gov­
emment and they indicated that there
must be minority participation as well
as participation from Highland Park
residents."
Evans ays that minority participa­
tion in the project has already begun.
"The excavation and removal of de­
bri in the area w done by a-minority
contractor," Evans bo ted.
Manchester Place will feature one and
two bedroom garden apartments, two
and three bedroom townhouses, as
well as a community building and
play area.
ITo ensure that persons from a
broad range of income levels have
access to these homes and apartments,
units will be available at market rate
and below market rent in accordance
with the Low Income Tax Credit Pro­
gram.
Construction of Manchester Place
is slated to begin in the fall.
