Missed for some was an understatement because in hi go pel circle he was a giant, a friend of Reverend Allen aid. At hi May 23 memorial service and the May 24 funeral an estimated 5, people paid tribute to the "Country Preacher" who booked and brought such giants in the gospel field to Detroit as The Mighty Clouds the late Willie Banks the Hi Way QC's and many more. J.D. Fuller, the Victory Five member who tried to revive Reverend Allen with CPR when he had his massive heart attack aid, "Reverend Allen had a way of putting words together." It just didn't work out." But now, to the delight of m t residents and busin persons the development on the comer of Wood­ ward and Manchester is working out, and Highland Parkers are elated with what is happening. "This is a long awaited day," said long-time re ident Winona Hum­ phrey. "Thi i our day. It's wonder­ ful. There i change in thi land. Do you hear me, there i a chang in Highland Park. We are on a roll. I am o happy that God let me live to see it," he exclaimed. "Th developer of th commercial egment of th development has com­ mitted to 50 percent minority partici­ pation," Evans aid. "I veal o rnetwiththefederal gov­ emment and they indicated that there must be minority participation as well as participation from Highland Park residents." Evans ays that minority participa­ tion in the project has already begun. "The excavation and removal of de­ bri in the area w done by a-minority contractor," Evans bo ted. Manchester Place will feature one and two bedroom garden apartments, two and three bedroom townhouses, as well as a community building and play area. ITo ensure that persons from a broad range of income levels have access to these homes and apartments, units will be available at market rate and below market rent in accordance with the Low Income Tax Credit Pro­ gram.
