George Will, in a March 21 column, quotes extensively from a boo written by Fortun Magazine Editor Myron Magnet, autbor 0 "The Dream � the ightmare: the Sixties Legacy to the Underclass." Will agrees with the author that affinnative Action programs, Equal Opportunity programs, Voting Rights laws and other provisions en­ acted' to facilita Black equali ty were wasted because too many Blacks remain poor and in ghettoes.
