NOTE: There were 181 fi
nancial institutions failures last
year, 1-22 banks and 59 savings
and loan's. That's down from
295 in 1991 and less than half
the number of 19 9, when 535
financial institutions were de
clared insolvent. 1992 marked
the third consecutive decline in
failures and was the best for th
industries, in terms of failures
and profits, ince 1985, when
151 banks and S&L's closed.

HPCC finishes the first of two re
qui red audits as scheduled on
Wednesday March 31, the Michi

for th college.
Root said the governor' office
decided to release only enough
money for the college to meet pay

Root said that if the college
completes the first required audit
by Wednesday March 31, the tate
would "reevaluate its deci ion in
regard to tate aid."
ROOT TOPPED short of
promising that more state aid
would be given, noting only that
the state would "reconsider it's de
cision to release state aid."
When asked why th state gave
the college onl y enough money to

Schools communicated th policy
to Lloyd.
Root added that the Department
of Education also agreed to pay
HPCC debts to the Highland Par
Public School's employees retire-
ment system. .
lloyd said that because of the
state's refusal to release funds,
HPCC has had to borrow money
from the elementary and high
school section of the chool board.

complete the audit.

They say that the real reason for
withholding funds is the desire of
the governor to make it impossible
for HPCC to operate because it
