The Children's Defense Fund
has urged Congress and President
Clinton to support a comprehen­
ive immunization program that
is both cost-effective and respon-
ive to children's needs. The pro­
po al, designed to immunize
e ery child in America, includes
universal purchase and critical
investments in public outreach,
education and service delivery to
ens ure that vaccination can be
administered at the community
level.

generate controversy, I want you
to know about it because every­
one who is or who has a child will
be affected.

American children acces to bet­
ter health. We would no longer
fail to immunize children be­
cause they can't afford the vac­
cines, their insurance doesn't
cover immunization or public
heal th clinics have inadequate re­
source. Instead, the federal gov­
ernment would purchase
childhood vaccine from manu­
facturers and distribute it to
health providers, free of charge.
This is an economically sound
investment; every dollar we
pend immunizing a child today
saves $10 in foregone health
costs for treating preventable ill­
ness later. And like fluoridated
water, fire protection and rodent
control, vaccinations would be
recognized as a service we pay
for as, a nation in advance, sup­
port through progressive taxe ,
deliver to ourselves for our own
protection and recoup the invest­
ment many times over.
The cost to fully immunize a
hild ha climbed from less than
11 to over 230 in the past dec­
ade. Who profits from this? The
giant drug companies, who urge
that a universal purchase sy tem
will cut so de-eply into their prof­
it that the research and develop­
ment of new vaccines would
suffer. But any new vaccines the
companies develop would be in-
luded in the niversal system
