W inwright P nted a tentative
plan involving an agreement with the
Municipal Development Group
(fMDG).
Under thi agreement TMDG
would pure building in Highland
Park at California nd Woodward
Avenue, recently v c ted by the

The city would I it to con
olidate municipal office functions,
some of them now held in perate
bundlngs at remote locatio ,
Wainwright said that tbe plan w
not completed and he w not asking
the council to vo on it that evening.
If the plan is pproved, building
would bouse the Mayor's Office and
taff, Cty Council and staff, the Qty
aerie' Office, the Buildinglnspection
Department, Treasury Departm nt,
Legal Department, Finance Depart
ment, Public Service Admini tranon,
Community Dev lopment Department
and other functiors.
DESPITE ALL THE problems
listed by the Mayor's office making
the current i uninhabitable, the Dis
trict Courts would continue to be main
tained in the CU1'1l:nt municipal office
building. The police administration,
taff, aOO jail facilities would remain in
the same place, but might IOOYe at a
future te to the building where tbe city

The total project cost is estimated at
$725,(0) with S250,<XX> for the pur
chase of the building, Sl(XMXX> for a
computer system allowance, and
S375,(O) for an interior movable parti
tion system and building renovations.
In addition, tbere would be an an
nuallease payment of S132,425.
Council President Pro Tern Chri -
tine Franklin said that U blueprint of
the plan presented to the council did not
deal with aU h r concerns and did not,
fully explain financial arrangements in
volved.
" AlL WE HAVE is a pretty book
with pretty pictures," he said.
Franklin stated that since the court
oFFices might have to tay in the
present city hall building, the city might
have to make repairs any way to
eliminate environmental concerns and
provide barrier Free designs.
Since the repairs would have to be
made anyway, it might be better to d
it and not move city hall to another
building, she said.
Councilman Charlie P. Davis ex
p d concern that in th new city all
planned by the administration, th re
would be no place to park and people
might not be able to take care of busi
n .
Wainwright admitted, "(In thi:
document] we do not have all t
answers. We have many but n \ ail."
He emphasized that th dmini tra
tion was not asking For a vote, but had
presented th d ument "to inspire di -
cussion and input."

Councilwoman Greta Johnson aid
