ture of Texas approved an
amendment to the state con
stitution allowing the transfer of
funds (rom wealthy districts to
poor ones.
The vote marks the first time
the Legislature has tried to add
a redistribution plan to the Con
stitution.
The Texa chool system
educates 3.2 million children
from kindergarten to the 12
grade and i the second-largest,
behind California. The amend
ment would allow the Legi la
ture to shift 2.75 percent of all
state and local revenue--about
$410 million to low property
wealth districts.

advocate has called for the firing of
Olathe Water Department employees
who distributed raci t literature im
plying that African Americans were
created to serve whites.
The literature isn't the first in
cidence of racism at the water depart
ment in thi uburb of Kan a City,

Olathe chapter of the National As
sociation for the Advancement of
Colored People,
