Franklin predicted that if the
contract was igned without HUD
agreement, Zeff would be able to sue
the city, aying directly to him,
"knowing you as I do, you would do
it. "
Franklin noted that in the new
contract Zet! agreed to "hold" the
city "harmless", but al 0 declared
that the land was "unencumbered",
which could imply the city misled
him over the tate of the land and
could provide grounds suit.
She noted, that si milar
technical: tie in language gave
Chry ler a loophole to move out of
Highland Park.
Franklin also expres ed concern
about statements in the new contract
saying that Highland Park Horizons
would only be required to reveal all
the members of the corporation
dealing wi th the project months after
the agreement was made.
