continues between
DDA, city

Harbor's Downtown Development
Authority and Tax Increment
Finance Authority Boards held their
regular monthly meeting December
15, at the City's Business Growth
. Center.
The ci ty commission and the
DDAfllFA Board members have
been trying to reach agreements on
everal very important matters, but
f yet there seems to be lack
communication between the two.
I Some of the problems unsolved
between them include:
- Hiring of a new director for the
DDA/TIFABoards, which have been
operating since August of 1991
without a director since Former
Director Aaron Anthony left.
Christopher Brooks, Chairman of the
Boards was selected for the director
position, but was rejected by the city
commission.
- An Annual payment of
$320,000 due to DDA/fIFAfrom the
city from tax revenues.
- Approving of a budget for
DDA/TIFA.
DURING THt MEETING,
Chairman Chris topher Brooks read a
letter to the Board members from the
'City Attorney Tat Parish about
setting up a meeting with City
. Manager John Elliott, City Fmancc
• Director, and any other responsible
officials who wish to attend.
"The City has noticed that the
annual budgets for both of your
organizations have not yet been
submitted or approved. It is my
unders tanding that these were due in
May, 1992 or before," Parish said in
the letter. "We are concerned about
your authority to continue to spend
money without an approved budget."
According to the letter, the
meeting. is to be simply a "fact
finding matter."
Brooks said he contacted Parish's
office and set up a meeting for
December 22, at 4 p.m. in the City
Manager's office.
"IF THE BOARD has no
objections, I'm considering having
myself in attendance as well as J.
Gardner Phillips, treasurer, only
because we have been on the Board
probably longer than anyone and
went through the revenue sharing
agreement initial phase," Brooks
said.
Brooks assured the Board
members that they would be
reporting back to them at their
January meeting in regards to the
discussions and results from the
meeting.
. City Commission rs George
Wysinger who was present at the
meeting commended the board
members for doing such a good job
on proj ects in the areas.
"I think you are doing a very good
job and I hope you'will continually
work with the city like you have in
the past," Wysingersaid. ,
"I see a lot of improvements and
if it hadn't been for the DDA!I1FA
Boards, it probably wouldn't have been
done, " Wysinger added.
