(Their use of acronym "Hope" was truly a misnomer Approximately 30 day before the election, the find­ ings of a poll was released. The Independent poll found that 70 percent of the parents surveyed did not support "Schools of Choice." Rather, . what parents wanted was for the schools in their own neighborhood to be of the tandard that "Choice" wouldn't be a consideration. The issue of choice and how it was approached by the Hope'ers was just one ex­ ample of how out of touch they were with realty. Add to that the excessive out-of­ town trips at taxpayer expen­ se , the extreme spending on outside tants and the :. placement of friend and' family into highpaying "do nothing" jobs, it is little wonder that voters didn't recall them two years ago I I pray that the new Board will quickly get on with the business of educating our kid and not allow the past election to distract them from the real reason the voters elected them ... ALS �OOK Black people soon will experience a new and beneficial phase of American life because of two factors: . - The pending leadersh1p of "new generation" politicians exemplified by Bill Clintoa and AI Gore. ' - The recently intensified effort of national television - and to a lesser degree the print media - to project images of Black people more accurately, respectfully, and truthful) y . These two factor will be mutually interactive, tending gradually to make "the American dream" more truly available to Blacks. These positive results will occur despite two impedimen : - The policy of some police officials and local television assignment editors to arrange for vivid pictures of Black suspects being handcuffed and arrested but to minimize or to omit equally lurid photos of white s pee . Repons of this warped coverage come from good media persons in everal cities. - The tendency of "conservative" politicians to imply that Blacks head !be list of welfare recipients while these politicians know or should know that U.S. Government statistics show that in raw numbers, the biggest group of welfare recipients are white and frequently rural. . However, the incoming cbapge is the fifth phase of evolution that began i first p in 1865 when Blacks beld in lavery became ra for legally free. THIS nRST PHASE lasted only until the federal controls of reconstruction were eliminated and a new,' oppressive Southern white power structure was established. Some Black leaders had been elected to local and national offices. The second phase, one of rigid racial segregation and subjugation, gradually became dominant throughout the South and by the 1880s, Black political effectiveness had been crushed. With Union troop gone, white Democrats established Ku Klux Klan units and politicians would "go a-niggering",(scare white voters with the threat of Black equality) to win elections. The third phase began about 85 years later in the 1�. Civil rights activists led by Dr. King and others won the help of President Lyndon Johnson and Congress to pass sweeping civil rights laws pertaining to YOting, public ccommodations, equal educational opportunity, jobs, ho lag and other factors. The fourth phase began in 1968 when Johnson was leaving office and l\icbard Nixon was campaigning for the presidency. Nixon conceived his "Southern strategy" to in !he votes of white South�mers who objected to civil rights la and wanted the traditional white superiority over Blacks. Nixon tried in vain to pack the Supreme Court with segregationist Judges Haynesworth and Carswell. Nixon went softly "c:-niggerlng." NIXON'S AMTI-BLA K notions were boldly expanded by Ronald Reagan, the president who "went a-niggering" and tried to destroy rno t civil rights legi lation. He pitted whites against Blacks by using George Wallace-type care word such as "forced bu ing," "quotas," and "rever e discrimination. " George Bu h softly continued this race polarizatiton by using the "Willie Horton" crime scare against Democratic candidate Michael Dukaki - and it worked! Race relations were increasingly strained by this . Republican-sponsored hate propaganda which re ul ted in . violence in New York, Houston and various other cities, culminating in the recent 1.0 Angeles riots. Now, the nation is in a long recession and the people' interests are focused more on personal urvival than on Repu lican appeals to greed and raci m. The new, younger, Democratic poli tical leaders rejected the Republicans' "Southern strategy" of tirring up raci rn and the Republicans' me-first notion of raw greed and highliving exemplified by the costly saving and loan di asters. Instead, they call for racial uarmony, communi ty . c n ern and national benefit. Ro Perot' focusing helped! With the new, national political agend focused on racial harmony and national uplift, and with balanced, inclusive, media coverage, more Black people can enjoy The American Dream. DR. One common tread is that the young men are African-American and they died at the hands of non­ African-Americans. Yet on the other hand we had the shootings in and around our city schools by African-American males, committing weapon attacks upon other African-American males. This is madness, this is outrage, this is insanity! The city, the mayor, the ci ty council, the police chief, and all of us must take action to end thi cycle o.f violence, where the victims are African-American males, and Endangered Species. We cannot tolerate or condone police teams or individual officers with such nicknames as "Starsky and Hutch", wi th reputations and citizens' complaints a mile long and allow them to patrol the streets without close supervision and remai n a team. THE CHIEF OF POLICE and the mayor have the responsibility to investigate the entire department and rid it of this meptallty, style, and tragic results. It is a sad day when citizens, espe­ cially African-Americans have to relive pre-1960' terror of the police department. Reports indicate that trong arm tactics by the police in PUSH FOAU their area of town were common place, and the ight of citizens beina afraid to identify themsclve to reporters i hameful! The police are upholders of tbe law, not armed vigilan who serYe law enforcement officers, jud , jury, and executioners.
