Farri to approve $39,000 for the White Con truction Company for demolition of house. The propo al wa tabled at a prior meeting, because of complaints by the council that they had not received eno�gh information from the ad­ mini tration, C un il President Pro Tern Chris­ tine Franklin, aid that Farri provided the coun il with the informati n, but did o ,only at the last minute, just before the meeting, before it could adequately be studied. The council had already approved payment in the fi cal year 1990/91, but the appropriation was for Fire Escrow fund, collected on fire damaged properties demolished by White Con truction). Farris aid that the administration determined that there was not enough funds available in Fire, E crow to pay for the co t of the demolition. Farri aid that this action was un­ dertaken under the past administra­ tion of former Mayor Martha G. Scott and the pre ent administration has no rep onsibility for it. Franklin expressed doubts about this, asking if this debt was incurred under former Mayor Scott, why did the present officials wait ten months to go back to the council with it an why did White Construction Com­ pany take 0 long to deal with it. Farri aid that there wa orne delay in his own department, be­ cause it wa necessary to investigate the validity of the debt. This was further complicated by the fact that Darwin Heard of the Community Development Department did not ac­ knowledge the validity of the whole debt and since left soon after, it was not po ible to find out the reason behi nd hi po ition.
