A PROPOSAL TO EXEMPT PRCPER1Y FROM A PORTION OF SCHOOL OPERATING PROPER1Y TAXES AND UMIT ANNUAL iNCREASES IN ALL PROPERTY
TAX ASSESSMENTS
The proposed constitutional amendment would:
1) Exempt property from the following proportion of school operating property taxes: 10% in 1993; 15% in 1994; 20% in 1995; 25% in 1988 and 30% in
following years.
2) Require the State to reimburse school districts for the property tax exemptions described in paragraph (1) above, up to the millage rate levi din 1991.
3) Umit for each parcel of property (excluding new construction) the annual assessment increase to 3% or the rate of inflation, whichever is less, until the
property is sold. Whenever prooerty is SOld. adjust assessment according to current market value of property. . .

A PROPOSAL TO AMEND MICHIGAN'S AUTO INSURANCE LAWS
The proposed legislative amendment would:
1) Reduce auto insurance rates by 20% (average) for policyholders accepting' 5250,000 in personal Injury protection. Extra coverage mad. available at
added cost. .
2) . Require profit refunds whet! underwriting profits exceed 5%. .
3) Permit Insur nce Commissioner to waive company' obligation to reduce rates or r.fund profit if needed to assuro fair rate of return.
4) Allow policyholders to waive residual liability Insurance.
S) Umit fees paid to health care providers.
6) Allow rate reduction for fiv cons cutive claim·fre years.
7) Require coordination of benefits With health insurance.
8) Umit right to sue by setting higner standards for injuries and prevent driver over 50% at fault from collecting carnaqes.
